Seems like the 64bit version of windows 7 doesn't want to run in a CLI environment. Get the same effect as you get with any 32/64bit exe file trying to run it in a pure dos/dos-like environment. "setup.exe is not compatible with the version of Windows you're running. Check your computer's system information to see whether you need a x86 or x64 version of the program, and then contact the software publisher. It seems that the tftpboot program with the boot.wim is 32bit which makes sense that it won't load the 64bit version of setup.exe. Same here.
